一、貯存庫定義貯存1種或多種危險(xiǎn)廢物的倉庫式貯存設(shè)施。

　　二、適用對象產(chǎn)生、收集、貯存、利用、處置危險(xiǎn)廢物的單位

　　III. Requirements for Pollution Control in Storage Warehouses

　　1、貯存庫應(yīng)根據(jù)危險(xiǎn)廢物的形態(tài)、物理化學(xué)性質(zhì)、包裝形式和污染物遷移途徑，采取必要的防風(fēng)、防雨、防曬、防漏、防滲、防腐以及其他環(huán)境污染防治措施，不應(yīng)露天堆放危險(xiǎn)廢物。

　　1. Storage facilities should take necessary measures to prevent wind, rain, sun, leakage, seepage, corrosion, and other environmental pollution based on the form, physical and chemical properties, packaging form, and pollutant migration pathway of hazardous waste. Hazardous waste should not be stored outdoors.

　　2、貯存庫應(yīng)根據(jù)危險(xiǎn)廢物的類別、數(shù)量、形態(tài)、物理化學(xué)性質(zhì)和污染防治等要求設(shè)置必要的貯存分區(qū)，避免不相容的危險(xiǎn)廢物接觸、混合。

　　2. Storage facilities should establish necessary storage zones based on the category, quantity, form, physical and chemical properties, and pollution prevention requirements of hazardous waste to avoid contact and mixing of incompatible hazardous waste.

　　3、貯存庫及貯存分區(qū)地面、墻面裙腳、堵截泄漏的圍堰、接觸危廢的隔板和墻體等應(yīng)采用堅(jiān)固的材料建造，表面無裂縫。

　　4、貯存庫地面與裙腳應(yīng)采取表面防滲措施，可采用抗?jié)B混凝土、高密度聚乙烯膜、鈉基膨潤土防水毯或其他防滲性能等效的材料。危險(xiǎn)廢物直接接觸地面的，還應(yīng)進(jìn)行基礎(chǔ)防滲，防滲層為至少1m厚黏土層（滲透系數(shù)不大于10-7cm/s），或至少2mm厚高密度聚乙烯膜等人工防滲材料（滲透系數(shù)不大于10-10 cm/s），或其他防滲性能等效的材料。

　　4. Surface anti-seepage measures should be taken for the storage warehouse floor and skirt feet, which can be made of anti-seepage concrete, high-density polyethylene film, sodium based bentonite waterproof blanket or other materials with equivalent anti-seepage performance. 　　8、貯存液態(tài)危廢的，應(yīng)具有液體泄漏堵截設(shè)施，堵截設(shè)施最小容積不應(yīng)低于最大液態(tài)廢物容器容積或液態(tài)廢物總儲量1/10（二者取較大者）；可能產(chǎn)生滲濾液的應(yīng)設(shè)計(jì)滲濾液收集設(shè)施，其容積應(yīng)滿足滲濾液的收集要求。

　　8. For storing liquid hazardous waste, liquid leakage blocking facilities should be installed, and the minimum volume of the blocking facilities should not be less than 1/10 of the maximum liquid waste container volume or the total liquid waste storage capacity (whichever is greater); Leachate collection facilities should be designed for those that may produce leachate, and their volume should meet the requirements for collecting leachate.

　　9、貯存易產(chǎn)生粉塵、VOCs、酸霧、有毒有害大氣污染物和刺激性氣味氣體的貯存庫，應(yīng)設(shè)置氣體收集裝置和凈化設(shè)施，排氣筒高度應(yīng)符合GB 16297要求。

　　9. Storage can easily generate dust VOCs、 Storage facilities for acid mist, toxic and harmful atmospheric pollutants, and irritating odor gases should be equipped with gas collection devices and purification facilities, and the height of exhaust pipes should meet the requirements of GB 16297.

　　四、容器和包裝物污染控制要求

　　1、材質(zhì)、內(nèi)襯應(yīng)與盛裝的危險(xiǎn)廢物相容。

　　1. The material and lining should be compatible with the hazardous waste being contained.

　　2、應(yīng)滿足相應(yīng)的防滲、防漏、防腐和強(qiáng)度等要求。

　　3、硬質(zhì)容器和包裝物及其支護(hù)結(jié)構(gòu)堆疊碼放時(shí)不應(yīng)有明顯變形，無破損泄漏。

　　1、常溫常壓下不易水解、不易揮發(fā)的固態(tài)危廢可分類堆放貯存，其他固態(tài)危廢（易水解或易揮發(fā)）應(yīng)裝入容器或包裝物內(nèi)貯存。

　　1. Solid hazardous waste that is not easily hydrolyzed or volatile under normal temperature and pressure can be classified and stored, while other solid hazardous waste (easily hydrolyzed or volatile) should be stored in containers or packaging materials.

　　12. 　　14、產(chǎn)生的固體廢物應(yīng)按分類管理要求妥善處理，其他污染物應(yīng)做到達(dá)標(biāo)排放。

　　15、應(yīng)按要求開展自行監(jiān)測，保存原始監(jiān)測記錄，并公布監(jiān)測結(jié)果。

　　16、應(yīng)按規(guī)定編制突發(fā)環(huán)境事件應(yīng)急預(yù)案，配備應(yīng)急人員、裝備和物資、應(yīng)急照明系統(tǒng)，并定期培訓(xùn)和演練。

　　六、標(biāo)識標(biāo)牌設(shè)置要求1、危險(xiǎn)廢物貯存設(shè)施標(biāo)志設(shè)于貯存庫外入口1側(cè)墻壁上，盡量與視線高度一致。

　　6、 Requirements for the installation of identification signs: 1. The sign for hazardous waste storage facilities should be placed on the wall on the first side of the entrance outside the storage facility, and should be as close as possible to the line of sight.

　　要求：①背景顏色為黃色（RGB顏色值為255,255,0），字體和邊框顏色為黑色（RGB顏色值為0,0,0）；②字體采用黑體字，“危險(xiǎn)廢物貯存設(shè)施”應(yīng)加粗放大并居中；③整體尺寸900mm×558mm，三角形外邊長500mm、內(nèi)邊長375mm；④采用堅(jiān)固耐用材料，如冷軋鋼板做搪瓷或貼膜處理。2、危險(xiǎn)廢物貯存分區(qū)標(biāo)志設(shè)于每個(gè)貯存分區(qū)處墻壁上，采用立柱式則設(shè)于分區(qū)前通道位置。
