　　Level 3: Accidents involving hazardous waste (hazardous chemical waste liquid and waste oil) resulting in death or injury of more than 5 people, requiring emergency medical care and on-site rescue for the injured; causing pollution over 200 square meters in the factory area, requiring urgent treatment.

　　三. 指揮系統(tǒng)與職責(zé)

　　成立以（副）總經(jīng)理為主要負(fù)責(zé)人，人事部及各部門負(fù)責(zé)人參加的危險(xiǎn)廢物意外事故處理領(lǐng)導(dǎo)小組，負(fù)責(zé)組織、指揮、協(xié)調(diào)意外事故發(fā)生時(shí)的緊急處理工作。

　　III. Command System and ResponsibilitiesA leading group for handling hazardous waste accidents, with the (Deputy) General Manager as the primary person in charge and the participation of the Human Resources Department and heads of various departments, shall be established to organize, direct, and coordinate emergency response measures in case of accidents.

　　The Human Resources Department is responsible for organizing experts and corresponding medical personnel to ensure the diagnosis, treatment, rescue of the injured and personal protection of medical staff; and for comforting the families during emergency handling.

　　The environmental protection department is responsible for the centralization, collection, transfer, and storage of hazardous waste to prevent further losses.

　　四、危險(xiǎn)廢物意外事故防范措施

　　1.不同品種危險(xiǎn)廢物分別存放在不同容器中，不得混合。

　　IV. Preventive Measures for Accidents Involving Hazardous Wastes 1. Different types of hazardous wastes should be stored in separate containers and must not be mixed.

　　五、意外事故的應(yīng)急響應(yīng)

　　意外事故發(fā)生后，廠危險(xiǎn)廢物意外事故指揮小組，根據(jù)意外事故的不同級(jí)別，啟動(dòng)相應(yīng)的應(yīng)急措施：

　　一級(jí)響應(yīng)：

　　1.1 意外事故現(xiàn)場(chǎng)立即進(jìn)行處理，包括灑散危險(xiǎn)廢物的再收集，必要時(shí)采樣監(jiān)測(cè)，由環(huán)保課 生產(chǎn)車間負(fù)責(zé)。

　　V. Emergency Response to Accidents

　　After the occurrence of an accident, the factory's hazardous waste accident command group shall initiate corresponding emergency measures according to the different levels of the accident:

　　Level 1 Response:

　　1.1 Immediate handling at the accident scene, including the recollection of scattered hazardous waste and sampling monitoring if necessary, shall be undertaken by the environmental protection department and the production workshop.

　　1.1.1 若屬危險(xiǎn)化學(xué)廢液少量灑漏，立即用水清洗。

　　1.1.1 If a small amount of hazardous chemical waste liquid is spilled, immediately clean it up with water.

　　2. 1.1 若屬危險(xiǎn)化學(xué)廢液多量灑漏，（導(dǎo)致廠區(qū)環(huán)境污染50—200㎡），立即用木粉或棉紗吸收廢液，產(chǎn)生的廢木粉或廢棉紗送到廢棄物指定地點(diǎn)按危險(xiǎn)廢物處置。

　　2.1.1 If a large amount of hazardous chemical waste liquid is spilled (resulting in environmental pollution of 50-200 square meters in the factory area), immediately use wood powder or cotton yarn to absorb the waste liquid. The resulting waste wood powder or cotton yarn should be sent to the designated waste disposal site for hazardous waste disposal.

　　2. 1.2 若屬?gòu)U油多量灑漏，（導(dǎo)致廠區(qū)環(huán)境污染50—200㎡），立即用棉紗吸收廢油，然后用木粉擦干凈帶油地面，產(chǎn)生的廢木粉或廢棉紗送到廢棄物指定地點(diǎn)按危險(xiǎn)廢物處置。

　　2.1.2 If there is a large amount of waste oil leakage (resulting in environmental pollution of 50-200 square meters in the factory area), immediately use cotton yarn to absorb the waste oil, then use wood powder to clean the oily ground, and dispose of the resulting waste wood powder or cotton yarn at the designated waste disposal site as hazardous waste.

　　2.2 意外事故受傷者就地隔離治療，密切觀察接觸者，必要時(shí)請(qǐng)醫(yī)院醫(yī)生協(xié)助救治，由辦公室負(fù)責(zé)。

　　2.2 The injured in accidents shall be isolated and treated on the spot, and close observation shall be given to those who have been in contact with them. If necessary, doctors from the hospital shall be invited to assist in the treatment, and the office shall be responsible for this.

　　2.3 意外事故實(shí)施現(xiàn)場(chǎng)管制，由總務(wù)課負(fù)責(zé)。

　　2.3 The General Affairs Section is responsible for implementing on-site control in case of accidents.

　　2.4 意外事故報(bào)告：24小時(shí)內(nèi)向衛(wèi)生局、環(huán)保局主管部門報(bào)告查結(jié)果，采取相應(yīng)緊急措施，由生技科負(fù)責(zé)。
